PPWR software for declarations of conformity across many packaging types
Do you place many packaging types on the EU market, each needing an EU declaration of conformity under Article 39 and Annex VIII of Regulation (EU) 2025/40? PPWR-DOC guides you through every declaration and keeps all of them in one customer portal.
PPWR-DOC is built for manufacturers in the sense of the PPWR with many packaging types: brand owners and fillers, packaging manufacturers, wholesalers with their own brand or design specifications, and manufacturers outside the EU. Who has to issue the declaration is explained in our guide on answering customer requests for a PPWR declaration.
One declaration per packaging type
The manufacturer draws up a written declaration of conformity for each packaging type, and the declaration must identify the packaging it covers (Annex VII, point 4). Packaging that differs only in size but has the same characteristics and contains the same product can be covered by a single declaration according to the Commission FAQ XV.10 (not legally binding).
Completely different packaging needs separate declarations, transport packaging included: pallets, pallet collars, wrapping and straps are each assessed separately (FAQ XV.11).
Working with many declarations
Each declaration is created in a guided wizard with six steps, from your role to the PDF language.
After purchase you reach your customer portal through a personal link, without an account or password. Each declaration there can serve as a template for the next packaging type, so you do not enter manufacturer and signatory again. To change one, edit it: with the same identifier the new version replaces the old one, free of charge and without using quota. From six declarations on, you can search by identifier. Signature images are not stored; upload one again when needed or sign the printout.
The PDF is available in 8 languages (German, English, Italian, Spanish, French, Polish, Dutch, Portuguese), each one other than English also bilingual with English, with the official Annex VIII wording of the respective language version. Every PDF can be downloaded for 30 days and is sent by email; keep it stored locally.
The declaration rests on your technical documentation under Annex VII. From Business 100 on, a guided checklist for it is included; PPWR-DOC does not create the documentation itself. See the PPWR compliance requirements for 2026 for what else applies.
Volume pricing
Choose the tier by your number of packaging types. Editing existing declarations is free in every tier and uses no quota.
| Tier | Declarations | Price | Per declaration | Annex VII checklist |
|---|---|---|---|---|
| Pack | 10 | €149 | €14.90 | add for €19 |
| Business 100 | 100 | €399 | €3.99 | included |
| Business 500 | 500 | €790 | €1.58 | included |
| Unlimited | unlimited | €1,490 | €1.49 at 1,000 declarations | included |
Each tier runs 12 months from purchase. No subscription, no automatic renewal. All prices are final prices; pay by card, PayPal or invoice.
For a single packaging type there is Single at €49: one declaration, 30-day download, no later editing.
Top up in the same customer portal
If your quota runs out or access is about to end, buy another tier in the customer portal. The new declarations add to your remaining quota, and access is extended by 12 months from the previous end date (from the purchase if it has expired). Declarations, entries and templates stay in one overview.
Your declarations remain valid without a renewal; with active access you can keep editing them when something changes (Art. 39(2)). After the end, entries stay stored but locked for at most 90 days, and a top-up within that time restores everything.
Pay by invoice
Businesses can place a binding order by invoice on the preview page. The invoice arrives by email within 24 hours on working days, payable within 14 days; the order is activated once payment has been received, for top-ups too. To start right away, pay by card, Apple Pay, Google Pay or PayPal.
Manufacturers in Switzerland and other non-EU countries
If you are based outside the EU, for example in Switzerland, and supply packaged goods to the EU, you draw up the declaration yourself as the manufacturer. Your EU importer checks before placing the packaging on the market that it exists, keeps a copy and puts its name and address on the packaging (Art. 18(2), (3) and (7)). An authorised representative in the EU is optional (Art. 17(1)).
The declaration must be in the language or languages required by the Member State where the goods are placed on the market (Art. 39(2)); the 8 PDF languages cover the national language of Germany, Austria, France, Italy, Spain, Poland, the Netherlands and Portugal, among others. Orders from Switzerland work by card, PayPal or invoice.
